How is the Horizon Drive District funded?

The Horizon Drive District was organized in 2004 under Colorado Statute 31-25-1201 et seq. As such it is a quasi-governmental, nonprofit organization. Funding comes from a commercial property tax authorized by the state and levied by the HDD. Currently, that is a .005 mil levy on commercial property.

In September 2010, in order to comply with the tax collection standards set by TABOR, the Board of Directors enacted a temporary mil levy rate reduction to temporarily reduce the taxes collected in April 2011. Despite reduced tax revenues expected in 2011, the mission, goals, and initiatives selected by the HDD will be funded within its operating budget.

How are the funds used?

Budgeted expenses are primarily based on capital reinvestment. A goal of the board, fully comprised of unpaid volunteers, is to maintain minimal administrative expenses in order to allow the majority of annual receipts to be committed to capital reinvestment within the HDD.

How is the Horizon Drive District governed?

HDD is governed by a board of directors that serves the constituency of its members. See the Who We Are page for more information. The board strives to achieve its mission at all times and aims to:

  • lead with creativity, vision and commitment;
  • advocate the best interests of HDD and the City of Grand Junction with all stakeholders; and
  • preserve the unique character and thoughtfully improve the image and quality of this gateway to Grand Junction.
